At the federal level, an inter-ministerial Project Advisory Committee (PAC) has been established under the leadership of the Secretary of MoFE. The PAC provides high-level strategic policy guidance to the project.

- Representative, Department of Forests and Soil Conservation
- Representative from National Planning Commission
- Representative, Donor Community
- Representative, Kathmandu University and Tribhuvan University
- Invitees, Chairpersons will nominate as per need
- UNDP/GEF representative in the role of Senior Advisor (representing the interests of the parties providing funding to the project)
- PEB Chair / NPD
- Director General, Department of Forests and Soil Conservation (Member Secretary)
